Same thing happened to me, but I finally got it. It seems as though items in the belt pouches only show up in USE mode, not in GIVE mode. When I moved the potion from a belt pouch to my regular inventory, it finally showed up as a GIVEable item.

Listen to this....
When I just clicked on the damn potion in my inventory it said toad potion. But if I right clicked on it it told me UNIDENTIFIED. So I paid ??? (Didn't take time to look) gold to have it identified and then it will let me GIVE it as well as USE it. Now someone explain that one to me...
