Okay, here's the way to do it.

Go to Tools | Internet Options. Click on the Security tab. Note what your current setting is, in case you want to return to it. You probably do. :D

Click on the Custom Level button. There's a list of different options in front of you. Each one has three or four options -- disable, enable, prompt, and something else. Set everything (and I mean everything!) to either prompt or disable.

Close and save. Now, every time someone wants to do something, you have to approve it. That includes launching those annoying popups.

After you're past the popups, go back in and either reset to your original level, or get a little less restrictive on the settings. You'll have to click on the "default level" button to get the original "low-medium-high" slider again.
