Do you use the Strohm Mask in Firkraag's dungeon, and am I supposed to get red scales from Firkraag? All I got was a cloak and a sword among other things.

The mask is use to see the "guardian" in the dungeon who guards the dragon sword and shield. You can also use spells like True Seeing, Oracle, ... etc to dispell the invisibility on that guardian.
As for the red dragon, yes, when you kill him you should get some red dragon scales, unless you use the spell Disintegration (or spell/weapons that yield similar effects), then you risk losing items on the creature.

The mask can also be worn by any player. It prevents critical hits i think
