I'm thinking of making one but I've never done it before, so I would like to ask some questions:

1) What software do you need to use?
2) What can this software do (ie. create character, create items, make those short movies where the speech appears as white text above their head)?
3) Can you create illegal multi-classes (eg. Human Cleric/Thief)?
4) Are there any tutorials out there that people would recommend?
5) What sites are good for hosting the file for download?

EDIT: I have another question - how do you make a new race/subrace?

To do what you describe, at bare minimum you need WeiDU and Near Infinity. WeiDU will handle all the dialogue, scripting, and installation tasks, while Near Infinity will handle the character/item bits. DLTCEP may prove a useful assistant to Near Infinity, some people find it more intuitive to use.

Not if you want both classes to progress. You can sometimes hack abilities with Shadowkeeper or Near Infinity and have them retained, but sometimes illegally hacked abilities go away on level-up. Experiment. And ask yourself why you need your character to be illegal by the gameworld's rules, while you're at it.
