Introduction.

The innkeeper was busy serving the ale and mulled wine to the guests when the door banged open and two guards stepped inside. The looked around sizing the completely silent room up and down, making sure there was no possible threats to their master inside. The nobleman stepped inside the tavern and sniffed at the place with disdain on his face.
He sat at a table in the corner and ordered some mulled wine while the guard took position to keep people away from him. He was here to conclude a shady deal with a local crime lord, and though this was hardly the way to hide, he was under the the protection of said crime lord and no one would ever cross Sebastian Creed, the crime lord of Haven City. The noble drank his wine in silence while watching the locals take up their chatter and occasional brawling again waiting impatiently for Sebastian to turn up. He never did see the man on the stairs, neither did the guards or any of the patrons of the tavern, wearing a dark cloak he seemed invisible in the night. Inside the tavern he moved with a grace that allowed almost the same invisibility, moving through the crowd and like a ghost finding the stairs. The little poniard was made from a dark metal so it would not glint in case it caught the glare of light, he shook it out from his sleeve so it landed in his hand ready for a deadly throw and deadly it was indeed. It slammed into the nobles throat with a meaty sound, it was more the gurgle of the blood flowing out through his mouth and opened throat that alarmed the guards. Chagrined they drew weapons and silence filled the inn as the noble gurgled to death in his chair. The stair was empty, the cloaked man was out of the back door of the inn the moment his poniard had struck the noble in the throat.
Sticking to the shadows, Kane was invisible in the night. Walking lightly in his soft leather boots, he was silence incarnate and only magic would be able to detect him when he was prowling through the dark streets and alleys of the city at night. He reached a side door of a little herbal shop in a darkened and narrow little street, and as ever he looked around the street before entering and quickly closing the door behind him.

Chapter One.

-”The killing of lord Reginald last night in the Lion's Inn was a tragedy and shall not go unpunished, this I promise the house of advisors in this moment my lords” the deep voice belonged to Sir Bryant Chevalier, counselor of the royal house and chancellor of the house of advisors in Haven City. He appeared to be in a towering anger this morning, the news of Lord Reginald's death had been unpleasant, a lord murdered in a lowly tavern was bad enough but rumor had it that he had been there to meet with Sebastian, a local crime lord. The anger was somewhat feigned though, as Sir Bryant well knew who had ordered the killing, he felt it needed to have the actual killer put down so there were no loose ends, but he had no idea who the killer was except a rumor about a deadly shadow prowling the political scene of the courts on the continent. Sir Bryant knew better than to get involved in major political strife with other countries seeing as Haven land was a small kingdom compared to many other kingdoms or even the empire, ruled by Emperor Hannibal from Kinstanopel. By all accounts this assassin was a political mammoth, a man with dealings in every country of the continent, possibly the world and he must have friends and allies all over the place – as well as enemies.
In other words he was simply forced to let the man go and that really irritated him having a potential threat hanging over him, but as he was now standing here before the counsel it struck him that he had actually not done anything. The ordering of the kill had come from one of the princes of the royal house. Sebastian was just cleaning up the political mess afterwards, he did however take pride in this.
He was walking up the stairs to the chamber of the royal couple, he needed to brief the king on matters and make sure that the prince was in the clear regarding the killing of Lord Reginald, he shook his head – to have a lord of the country killed over a mistress that he shared with the prince...what a waste.

More detail!! What would YOU see if you stepped into the inn and scanned the room. Describe the furniture, any eyecatching features, like maybe a big fireplace, stuffed animals, maybe mythical beasts. Any people catch your eye? Is the barmaid a shapely wench? A heavyset, smiling, motherly type? What do the customers look like? Or the bartender? And the nobleman? What's he wearing? Fine silks? Leather? Any weapons? Expensive dagger on his belt, maybe? His guards? We're not watching a video. You've got to tell us what it looks like.

I 2nd VR suggestion, expand and fill, make the introduction pages long rather than paragraphs.

Perhaps switch perspective to First Person so we can get some of the assassins thoughts and veiwpoint....
