are there any that would allow me to create my own items? have a few D&D characters with weapons that are well, nonexistant in BG2 that i would like to create...

+ Shadowkeeper at http://www.mud-master.com/shadowkeeper/index.html allows you to edit almost anything about your character
+ IEEP and some other basic editors at http://www.teambg.net/?page=tools/basiccustomizing
+ NearInfinity also seems to be a good editor though I never tried it and don't know the URL
