ok i went to talk to Taos and got ambushed he gave me the imprisonment thing and i found Argrim in the Government building but he just gives me a monolog and i can't do anything if i try it anyway it fails and turns everyone hostile .....what am i missing

Seriously, this does sound like a mod quest (or maybe I don't get which regular quest you mean). So please be a little bit more precise, so people can help you.

This is part of the Planar Sphere Stronghold Quests.

Make sure you do not kill him before casting the Rune of Imprisonment on him.

Haven't played a mage character for a long time (pure mage was my first finish of SoA). So sorry for forgetting that.
IIRC you shouldn't search for Argrim in the government district but in the City Gates' tavern.

Yeah....I'm still waiting for BioWare (or perhaps BaldurDash) to catch on to the fact that there are TWO Lord Ketlaar Argrims in the game, and neither one seems to have anything to do with the other.

i think with the baldurdash patch, that even if you kill him, you can lie to teos, and say he's been imprisoned...i've played that route at least once...

easy way is to cast mislead downstairs, go upstairs, use the rune, then slaughter the rest of his men with sunfires...
