I have a swashbuckler (level 26 xp 3520000)with 18 or better stats (i kept reloading in BG1 & reading all the tomes, but now I am stuck at mage 21 (XP 4480000). I want to use my thief abilities again and can't until I go beyond level 26. I even tried exporting to TOB, but he won't earn any more xp there either. Did i wait too long to dual? I thought the levels went to 40 or so in TOB?!

To answer the question, the cap in ToB is 8000000 XP, which your xp adds up to. You can find a cap remover at baldurdash:
