They are quest items. You will be approached at sometime by a bandit (Niklos IIRC) who wants you to meet his employer. Agree and the result will be that you will be given the related quest.

Go to the main room of the Thieves Guild (in BG city), just to the north there should be a long room with the leader thief and another guy in it. Talk to the leader (he's the one who gave you the quest).
