I am about halfway through chapter 6, playing with 5 party members and i am only at level 16, is this right, have i missed loads of sub quests? It just that the maximum level is meant to be 30 and i am nowhere near it.

that's all right, a party of 6 characters would get only to level 16 or level 17 in normal mode. I guess a party of 5 might get a bit higher. like level 18 or level 19. I think.

I had a party of three of around level 17/18, actually. And yes, I did every single quest I could find and defeated as many enemies as possible (few exceptions aside). And no, I didn't get any XP for almost half of the enemies I've defeated.

The only way really to reach level 30 is to take your team on to HOF mode after you finish normal. As the others have said, your team is about where everyone is for that point in the game.

so then how many XP would a party of six have after the initial Targos clearing the docks and side quests?

a party of 6 wihtout any level adjustment charatcers will get around level 3 when you finish saving targos.

a party of 6 drows will get level 2 when you finish saving targos.

do you mean after the goblins are dead or the stockade quests as well

I mean after you stop the 3 goblin leader attack on Targos.
