Is it just me, or is this Emotion spell severely underpowered compared to the rest of the Emotion spells?

Since the Str doesn't stack (and you should have Bull's Strength or better on your grunts all the time anyway), the Con bonus is partially wiped out by the AC penalty, and the will save increase is no biggie, why bother?
