Assuming a 6 person party, level squatting is allowed.

Theoretically pretty high, if you like the challenge of an average party level of 5 in Dragon's Eye and the Severed Hand. You could probably get into the 20s that way.

It's not something I'd recommend. You can get into the high teens with moderate squatting, and that's good enough.
