So I killed the group that was looking for Kieren but the guy who is supposed to be at the Gallows Inn isn't there! I know that I have to start TotL before going to the Sea of Moving Ice. Is it too late to reload TotL?

What do you mean by "reload"? As in re-install? Or did you not install it in the first place?

You are looking for Hobart Stubbletoes, just in case you were looking for the wrong person.

If you don't have TotL installed right now and install it before asking Hjollder to take you across the SoMI, I think you should still be able to get to TotL. Just make sure that the Lonelywood map has a chance to reload; e.g. go to another map (maybe the barbarian camp) then go back to Lonelywood.
