How can i raise guild lvls for charecters that weren't in the guild when i first beat the quest it has given me some of the quests again but others like finding the mastus sword it hasnt given again

There are some quests which unfortunately cannot be repeated and you didn't have characters changing classes in time to accept the quest the first time through.
You still will be able to make guild advancement in the next town but over all it will be more limited.
NOW - if you are still in the early stages of the game and quite satisfied with the class changes you have made and do want all your characters who qualify to pick up that Mastus sword quest, you can consider resetting the quests and beginning again.
