So I get to the Gypsy (who looks a little like Mary Lou Retton from the side) and I hand over the Serpent Wand. She says thanks and the says anything of theirs I can have.

I take everything I can get my hands on and there is no Orb. I identify all of the loot at the Armory and there is no Orb.

In short, where is the Orb?

Also, where is the Samurai that I am supposed to give these arrows too?

You get the orb from the gypsy herself, it's not downstairs in the basement. Try checking all your characters, she may have given it to a character that didn't open the chests.
Torin (the samurai) is to the North. Just west of Scanthril (rattkin rogue) at the base of the cliffs.

Not quite Wyv, but will try anyway (since I hope Wyv is still sleeping for a couple of hours).

Has Harespia already asked you for the wand, or did you just happen to pick up she wants it? The normal order is getting the quest for the Orb, asking Harespia about the orb (you'll have to type 'Orb of Clarity'; it won't be one of the dialogue options), getting the wand and giving it to her. If you deviate from that order she won't give the orb. So you'll have to get the wand back from her (trade or steal), talk about orb and give it again. That should help.

Samurai Torin: he's trying to shoot the dragon. Where would you be waiting to shoot the beast?

I used to have more patience for these games...

Killed the Gypsy, got the Orb and the Wand back (she wouldn't trade and my thief couldn't steal it; going back to a save before I got the wand was too time comnsuming)
