My samurai and ninja were recently given quests to give an arrow to a samurai named Torin. Would this fellow be anyone I would meet east of Ishad, or is he further down the line towards the west?

the samurai is near the big dragon cave (not the entrance, just the big moutain where the dragon live). IT s on the way to shuringeon castle (left exit when you are in town).
