Not in the temple! When you went to Ishad N'Ha, you left water at piers, from where you continued to the town gates. There is another trail beginning at the piers. If you follow it, you meet Talrik Teporn immediately. He is there only if you have the quest and the quest owning character is present in your current party.

Radek's correct - you won't find him in the Temple -

Keep around the river east of Ishad N'Ha and he should show up. Hope you find him soon!!

The easiest way I know of to find Tevik Teporn is to pass through the tunnel from the Oracle, and follow your right-hand side. In one of the first several passages on your right, you will find him... or more precisely, he will find you :D
