I was wondering if you can add custom portraits, and if so how? I was wanting to add all the BGII portraits (I'll probably have to resize them, won't I?) into here, as well as some of those other ones I photoshopped. Also, is it possible to get at the ones already in the game?

1)Stick them in the portraits folder.
2) Yes, use a program like this one.

Where, might I ask, is the portraits folder? Maybe I'm just can't see it, but I've looked in the main NWN folder. Do I have to make my own or something? Also, what size should they be?

Yeah you will need to make your own portraits folder. Also if you are playing online with those portraits no one else will be able to see them (unless they have them to) they will show up as a white square.
