In areas like Arnika-trynton road and the swamp (as 2 examples) if you rest, monsters will re-spawn. Are there any areas in Wiz8 where monters will NOT respawn if killed? Im especially wondering about the rapax castle. (not the rift, I know the rift respawns)

Yep. The Rapaxes do respawn in the Rapax Castle. This is a good place to get tons of XPs and goodies to sell.

another plus for this game, having all those practise arenas. Only 2 reliable monster-generators in W7.

But can monsters respawn even without you resting? I was pretty sure I picked up a new pack of enemies on my radar which seemed to have appeared out of nowhere when I had finished another battle..

To rephrase: as long as you don't rest, is it theoretically feasible to "clear" an entire area, for example the rapax castle?

just walk around, they respawn in a pretty short time mostly. It's a real fighty game--you have to be lucky if you don't run into more monsters every time you turn around.

On the 3rd floor of the Rapax castle, in one of
the barracks rooms, I always find new Rapax. I
think that's a spawn point. Plus, with an initiate's badge, you can hit them first. They
ignore you on the 3rd floor and the zoo on the
roof. No hostility until you start it.

Oddly enough, I found the monster respawning combined with the strict turn-based combat system makes Wizardry one of the most relaxing RPGs I've ever played. Whenever yet another pack of Picuses or Bat Vampires shows up I grab a snack, put my feet up and go right into zen mode.
