How do you make human skin armor?

I'm assuming you have the skin ;)
There is a paper on one of the tables in the tanner shop.
Read it.
it says that you should speak to a guy at the tavern in Umar Hills and say some sort of password.
He will want some silver dragon blood to complete the armour, and the only way to get it, is to kill a dragon in the underdark.
