I have not bouhgt the licence for spellcasting and every time i cast a spell about 4 crowled wizards came and attaced me . I killed about 20 of them and then there was one called like tyllerlia or something. i killed her and now the wizards dont appear anymore if i cast a spell. is there a number limit or something?

That's why I saved a separate file just before I fought the toughest ones because I'm trying to invent new ways to kill them.
