I heard that it is in the twisted runes quest. Great. That helps a lot. Where is the twisted runes quest?!?

The Staff is held by a mage in the Bridge district beyond a door to the right of the Tanners house. There is a door that says all you see is blackness or something like that. However if you have a rogue stone you will be allowed to enter.....Good Luck! Its a uhhh slightly tough battle
