You must have got it when you were doing the 'get Sarles to work for the temple' quest. If you take it to the Inspector Brega at the back of the government building you get a reward (and a rep increase I think).

Neb was the guy in the flaming fist jail in baldurs gate 1, you had to guess how many kids he killed before he'd let you out his secret tunnel or something.

You don't actually use it, you just hand it over for the bounty on Neb

Wow, bounty on Neb? who do I give Nebs head to? I have talked to a lot of people sense then and no one has said anything about that.
