Once you obtained both parts, it will automatically assembled in your inventory. Put it in your quick item slot, and slowly walk out of the room where you picked up the 2nd part of the device....when you see your little beholder friend, "zap" him with the rift device followup with one or two shots and he'll be down in no time.
The blind beholder should automatically appear in the corridor outside the room when you pick up the 2nd piece of the device. But he will also appear immediately when you kill Gaal.
