After you escape from the Underdark which is Chapter 6(I think) you will get the choice to see Ribald's "special" wares, costs you 50 gold though, nothing REALLY worthwhile in my opinion, but go ahead, take a look.

I agree, the stuff is not that great; as by that point in the game, you have better. Although, if you have the exp cap removed, there are some good mage scrolls.
