In BG you were able to get back into the game to finish up undone quests after the battle with Sarevok. This not possible in BG2? Am I missing something?

The Perfect Guide says to go back in and finish up the side-Quests, but for the life of me I can't see how.

They probably mean complete all side quests before going to the final part of the game, as it will be your last chance to do so.

Yep you need to do the side-quests before finishing the game.
