to get the cowled wizards to come after you in athkatla AFTER you've bought a license? i want mine revoked; i'd rather kill them now that i'm not daisy fresh from the Resort d'Irenicus. they've usually got some tasty scrolls.

Try botching a pickpocketing or attacking someone in the street if you're that way inclined and don't care about your reputation.

A load of guards and a cowled enforcer will turn up its only one wizard but hey a scroll's a scroll.

Alternatively just don't buy the damm license. You don't really need it for most of the city quests because most of the action happens indoors and you don't get told off for casting spells in the safety of your own or someone else's home.
