I cant find anyone in total red in the bridge district!!!

a) look at the lower left part of the bridge district (IIRC)

b) search the forum, this has been asked and answered many times before

It took me a while too. Took me probably an hour or two looking everywhere until I went back to the skinner place and what do ya know. From the looks of it, seems I have a bit more patience though. Look at your map, find the Temple and go right of that. He should be standing by the rail lookin out to sea. Can't get any "redder" than that.
And before you ask about the lady there upstairs. You can either save her or find the ransom note in the drawer and get your ransom from using the note. I opted to take the ransom, give false information, and kill me some guards in the process for over 25k exp.

The note leads you to the front of the copper coronet where you need to talk to a guy. You can pickpocket him to get the silver pants which is for something way bigger than this part of the game. If you do this you can return to the lady and tell her she is free to go without even talking to her associate. Talk to him and give em false information if you want to gain more exp at a rep loss - if I remember correctly.

Ya could even just not go upstairs and let her rot. Kill the two guys downstairs and be off satisfied...
