Have you been given the quest to kill him? In all of my games, he was automatically home once I had received the quest.

Perhaps a bug?Try an earlier save.

Yep i have the quest, and it could be a bug, but my earlier saves are lacking. (Doh)
Can i create him on the consol?

It's rather easy to miss the stairs in that building. It's got three levels, and he's on the third. I suggest healing before you attempt him, unless you've got a party with some decent levels and equipment.
