I have several skeletons' skulls from the cemetary, but I can't figure out how to give them to the Mayor at the Town Hall to get paid.

Enter the town hall and you are automatically rewarded (given you have the minimum number of skulls required)

You get 50 experience and 50 gold each time you take in 5 skulls...if you have multiples of 5 you get rewarded multiple times.
