I have killed the Naga, found the elevator rooms, and the 2 skull locks. However, I do not have the skull key and I have searched everywhere!

The Serpent Master gives it to you if you answer his questions correctly. He may also drop it if you kill him, but I don't know. You'll find him when you fall down a slide near a barrel in the elevator maze.

killing him or pickpocketing gets vyou the key as well
