you can Admire her to raise her disposition so that she is willing to pay you. ;)

talk to percius he suggests you pay it off yourself cause even if you get her disposition up she still complains and says she wont pay the dues.
whenever you get a quest you not sure about talk to percius he tells you the action you should take.

u guys dont know anything. just kill her!!! the money is on her, noone else attacks u, and u dont get in trouble!
