ive tried taunting ALOT. even with an Imperial(race) Agent(class), my taunting didnt do anything. they just say "i will kill you" and stuff like that but they dont actually hurt me. can you please tell me why?

Because they don't want to go to jail. If you want them to attack you, pickpocket them and make sure they hit you first.

You have to taunt until you get the message "That's it." or something, and there is a good-bye located below.

sometimes it will take 6 or more successful taunts to get them to attack.
