For some reason i cant join the thieves guild... Sugar Lips says i dont have the requeriments!

I have all except one of there skills as a major skill!

did you join fighter guild first and do the retrieve code book quest? if yes, you'll never be admitted to thieve guild.

Did you ask her what they were, and compare it to what your stats are?
