Where the hell is this guy? I've checked at least 95% of the dwellings and none of them have his name. Plus noone seems interested in talking about him. Or mention him when I ask about: "Someone in particular".

Yeah, I've looked quite a bit for this one... They tell you he's supposed to be in a bar (The Council Club I believe). Well he's downstairs there, but not the regular stairs. Go up to the bar, and you'll see additional stairs on your right. He's down there.
