In the xbox version the weapons hold less enchantment. The ebony staff holds 900 for pc but 90 for xbox. The same difference with other weapons. Has anyone ever noticed that? Any suggestions?

your eyes is deceiving you. they hold the same amount of enchanment.

In pc version, ebony staff got 90 also.

I would guess that you looked it up in the editor right? In the editor, all enchantment values are set to ten times as much as they really are. So a enchantment value of 900 would only be 90 in the real game.
