how do you have something enchantedwith a constant effect? if possible that is. i only see the "cast when used" and "cast when strike" options on it.

you must have a grand soul gem that hold the soul of a golden saint or ascended sleeper.

You'll need a high Enchantment Skill, or a lot of cash.

Both are right. You need an Ascended Sleeper or a Golden Saint soul... AND a lot of cash or a high Enchant skill.

well, if you are gonna enchant it yourself, better save your game first because even if your enchant skill is at 100 it will still fail sometime.

plus have a good item, like a deadric shield or an exquisite ring to perform the enchantment on
