Where can I buy the Mark and Recall spells?

IIRC......they are bought in the Vivec Mage's Guild.

I think you can also get them at the Balmora Temple. Down on the lower level, there are two Dunmer females-- one sells Mark and the other sells Recall. You naturally have to be a Temple member to use their services, though.

I say, "I think", because while I know that that's where I got them, I run a lot of mods, and it's possible that these are added services. I don't think so, though. Most of my Balmora-related mods are houses and the occasional new store; afaik, none of them add anything to the Temple.

If you go an join house Telvani, one of the mouths will give them to you as a quest reward.
