I'm not sure how this happened, but one of the Redoran Guys 'under skar' is under the impression that I'm supposed to be stoping the mining at Caldera. Don't remember ever talking to him before, and I'm not a member of his house. Might be related to a 'bol malanger' quest, I suppose.

I'm supposed to get this guy's support for ending the Mage Monopoly on magic training. Seems I need to do this to rise higher in Telvanni.

Thing is, I've already freed all the slaves there [gives me the warm fuzzies] when I first went to Caldera to clear out the thieves [so this was 40 levels ago], and when I talk to people in Caldera, they keep saying about 'can't mine without slaves...' or naming key people I can't even find [but aren't in the mine or nearby buildings].

Any insight apprecieated...

Talk to the leader of the slave and then free him/her. He/she is inside one of the little house.

Nope: they've all been free for ages, none of them are left around. Is there any other way to complete this mission?

Go to The Governor's Hall in Caldera. Find a chest called Odral Helvi's Chest. inside is a ledger. bring the ledger to the person in skar.

however, next quest needs you to free the slave leader. so...

edit : if you already freed the slave leader, go to Caldera and kill both Ordal Helvi in Governor's Hall and Stlennios Vibato.
