Actually, its more of a reward for the help of the Pakistani's trying to track down and capture Osama Bin-Laden since the fall of the Taliban.

Sure, but
1) They haven't really been successful in that regard - surely the reward should come after the service? 2) Musharaff is a dictator (and I thought we wanted rid of them?) who was supposed to have given up either the leadership of the army or the presidency at the end of last year, yet chose to violate parliament's rulings and stay on. 3) The government is (imo anyway) using the Osama Bin Laden motive as an excuse for re-establishing its authority over vast swathes of tribal countryside that didn't acknowledge their authority, in often brutal fashion. If OBL wasn't supposed to be in that area they would be condemned for their operations, and I think it's almost in Musharaff's interests to not find Bin Laden.
