So...does my IP address affect my log in?

Gee, Larry, I dunno. I can log in from work (as I'm doing now) and from home (as I was doing 30 minutes ago). Piestrider has no prob logging on from his PC, I believe, and it is old and slow. But, you are right, others have reported the problem.
