Can someone tell me a site or give me a link where i can find an Item creator. I couldn't find one on TeamBG.

IEEP includes an item maker. Theres also something called Near Infinity, IIRC this is not a teambg product but they have a link to it anyway.

does shadowkeeper work for creating items? ive never used it

Shadowkeepers a save editor, for creating an item you need something else.
