No it's not.
It's generally a brewed carbonated ginger beverage, and it's cloudy/opaque as opposed to the dark clear amber of ginger ale.

Quite a different flavour too (well, it's still ginger though)

We get one here called Saxby's which is by far the best i've tasted.
It has 'the heat'...
