I'm assuming by Joe you mean Joe Strummer. The answer is noone because the Clash said they will not play because the performance is not open to the public. Their music being accessible by all is something Joe believed in. I only know all this because they had a report about the Clash on NPR last week. Who woulda thought I'd be listening to Train in Vain on NPR :)

Edit: Also, the induction and concert already took place, it's just that it's being shown on tv this (past) weekend by VH-1.
