i made a flail out of two of the heads and was wondering were the last one was. any help is appreciated seeing on how im stumped.

Cold: In a room next to the forge.
Acid: From a guard on the second floor, through a small passage.
Fire: From the golem room, near where you find the Lady of the hold, through a secret passage.

Unless you have the Improved Torgal portion of the Sola Mod installed; this moves the cold head onto Torgal himself.

Flail of age +5, extremely power...but i forget the bouns effect if it was competed. hmmm~

I've got a Flail head from ToB but I'm still running through SoA. Is there any way to attach it. the forge doesn't do it.

A NPC will do it for you in ToB proper. Do not worry, you will know who when the time comes.
