I'm playing it thru from the SoA side and is there any Crafter that can forge the white dragon scales? Cromwell isn't that smart. or anyone that can upgrade my items opposed to cespenar in Tob.

you will have to wait until you actually start ToB before you can upgrade those weapons, but with all their special abilities most of them blow away the best weapons in shadows of Amm at +3.
