If he wont talk to you at all then you probably wont be able to get him to join without cheating.... but if he wont talk to you at all its probably a bug :(

If it says "he has nothing to say to you", then forget it... if he just won`t speak to you (no message), rest and try again.

but I mean am I screwed in that he's done for the rest of the game, or will resting, comeing back in a few days/weeks change his state...seems kind of silly to have him pissed and not join over nothing

Its very posible I am wrong, but I thought if you talked to Jan, and then didn't want him to join, that he would go to his house in the Slums.

Like I said, I could be totally wrong, Im not a big fan of Jan.

If he is in that state he will stay like that for the rest of the game. If you have ToB you will be able to summon him and everything should be alright , but if you dont have ToB then you have the option to cheat (ctrl-q) or just forget him.... first try resting as lennon suggested but if that doesnt work then you will only have the other 2 options :( .

And yes Seraph he usually does go back to his house.. but from what Slacker said I think he is staying in the government district but just not talking to him when he tries to speak with Jan :(

Ian should do the following:
- He should try to sell you you turpins.
- Then a town guard should appear and accuse Ian for not paying tax. You should be taken as a vitness. Now, you have two opportunities, you can say:
a) "Yes, he tried to sell me something" - Ian will not join.
b) "No we talked about weather all the time" - Ian will offer to join you when you approach him.
Therefore:
- Has Ian tried to sell you turpins?
- Have you spoken with the guard and what have you told him?

There is a problem with WinXP (and NT?) that makes you unable to talk to some NPCs. It happened to me with Lord Firkraag. Then I installed the newest official patch and everything was in order.
Check Dundee's thread for link.

its definitiley not an xp prob, im on win 98. Basically I had my party and was walking by him with no intentino of picking him up till after I finished Keldorn quest, he stopped me said something (I think something about having tons of goods to sell) and basically I picked the last option, which is usually along the lines of "not interested now" or somethign to that effect, I really dont recall the conversatoin exactly but now he just has nothing to say. I did play out the whole turnip/arrest thing awhile ago just to see, reloaded right after so I knew he was going to ask me to buy turnips, I just didnt expect that saying no would piss him off.
