Ah, running the Flirt Pack?
When you're early in the romance, you're not going to get too much variety in the flirts she initiates with you. Once things warm up, you start seeing more options. I think you're just getting some "unlucky" rolls.
Unless they're happening like immediately back-to-back, in which case it's a bug. But if you're simply just seeing that option every so often, it's the luck of the draw.
