Why are you stating that the person had to have snapped? When I was a freshman in college, we used to get drunk and go TP a house just because we felt like it. And we would ride around when we were sober, and if we saw a house that just from appearance screamed out "TP me", we would slow down, memorize where it was at, then come back when we were drunk. We thought it was fun, but we never had to clean it up, either.
