Okay, MORE HELP Please

I was checking a game guide on IGN that details level 52-60 quest strings leading up to the end game. I saw that some quests, notably the Nathonos Blightcaller chain, are listed as level 62 and/or level 62+. What does this mean? I thought level 60 was the highest.

Also, generally what's the difference between the quest levels and the level you have to be to do the quest? I don't care to know the quest levels, just the required character levels, so why does the game make this stupid and confusing distinction?
